Add soy sauce, vinegar, soda, brown sugar and garlic to dutch oven. Wisk together over medium-high heat until hot. Add chicken. Cook until white on one side. Flip chicken, cover and reduce heat to low-medium. Simmer for 10 minutes or cooked throw, stirring occasionally.
Remove chicken with a slotted spoon and shake off excess sauce into the pan. Set chicken aside. Return the sauce to heat on high. Combine corn starch and water in a small bowl until completely mixed. Add to sauce. Cook on high for 3 minutes, whisking continually. Return chicken to sauce, add vegetables, and simmer on low, covered until heated through.
